Defensible employee warning letters for the UAE and GCC

A well-drafted warning letter is the single most important document in a UAE or GCC HR file — it turns a subjective complaint into a documented, dated record that MOHRE, the Dubai / DIFC courts or Saudi labour offices can rely on if the employment relationship later ends in termination. DocMak's Warning Letter Maker gives HR managers a clear first, second and final warning template with incident, policy breached, corrective action and acknowledgement block.

Under UAE Federal Decree-Law No. 33 of 2021 (and Article 66 in KSA), employers must generally document performance or conduct issues before disciplinary termination. This template captures the facts, the policy or KPI reference, and the corrective action window so the disciplinary process holds up — for Dubai retail, Abu Dhabi construction, Riyadh corporate or any GCC employer.

  • First / second / final warning progression
  • Incident, policy breached and corrective action
  • Acknowledgement block with witness line
  • UAE Decree-Law 33 / KSA Article 66 wording
  • Bilingual (Arabic/English) letterhead layout
  • Branded PDF, print or share

How to issue a warning letter in 6 steps

  1. 1

    Add company letterhead

Add employer name, trade licence and logo — labour courts give more weight to warnings issued on official letterhead.

  2. 2

    Identify the employee

Full name, Emirates ID or Iqama, designation, department and immediate manager.

  3. 3

    State the warning level

Mark clearly as first, second or final warning so the progression is auditable if it later escalates to termination.

  4. 4

Describe the incident and policy breached

Give date, time, description of the behaviour or performance issue, and cite the specific policy, KPI or Article 44 conduct rule.

  5. 5

    Set corrective action and timeline

Specify what the employee must do to correct the issue and by when — this is what makes the warning defensible under UAE Decree-Law 33 of 2021.

  6. 6

    Sign, acknowledge and file

Employer signs; employee signs to acknowledge receipt (with witness if refused). Keep the signed original in the HR file.

Frequently asked questions

When should a UAE employer issue a warning letter?+

A warning letter is issued when an employee breaches company policy, misses targets or commits misconduct that does not (yet) justify termination. UAE Federal Decree-Law No. 33 of 2021 requires documented warnings before disciplinary termination for repeated performance or conduct issues.

How many warnings before termination in the UAE?+

The law does not fix a number, but standard practice is three (first, second, final) with a reasonable interval and clear corrective action. For gross misconduct listed in Article 44, immediate dismissal is permitted.

Should the employee sign the warning letter?+

Yes — the employee should sign to acknowledge receipt (not agreement). If they refuse, note the refusal in front of a witness and keep the signed HR copy for the file.

Can a warning letter be issued in English only?+

English is accepted, but if the employee's contract is bilingual, issue the warning bilingually (Arabic/English) so it holds up before MOHRE or the labour court.

Is the DocMak warning letter maker free?+

Yes — first 100 documents per month are free, no signup required.
