What Saudi businesses need to know

ZATCA Phase 2 waves

ZATCA integrates taxpayers in waves based on prior-year VAT turnover. Every wave requires a UBL 2.1 XML invoice cryptographically stamped with the seller's onboarded certificate, submitted to Fatoora for clearance (invoices) or reporting (simplified invoices) before it reaches the buyer.

Simplified vs standard invoices

Simplified tax invoices (B2C) can be reported within 24 hours and require the QR code. Standard invoices (B2B) must be cleared in real time and carry both the QR code and the cryptographic stamp. Buyer VAT number is mandatory on standard invoices above SAR 1,000.
