Certificate of origin explained

Certificates of origin ready for attestation

Duty rates, quota treatment and import bans all hinge on origin, which is why customs asks for a document declaring it. A certificate of origin names the exporter, the consignee, the destination, the goods with HS codes and marks, and the country where the goods were produced — plus the declaration and signature the chamber of commerce attests.

This maker prepares the content in the layout attesting bodies expect, so the version you take for stamping already agrees with your commercial invoice and packing list. Free zone traders, manufacturers and re-exporters across the UAE and GCC use it for every shipment where the buyer's customs requires proof of origin.

  • Exporter, consignee and destination-country blocks
  • Goods table with HS code, marks, quantity and gross weight
  • Origin declaration with space for the criterion claimed
  • Invoice and shipment reference fields for document matching
  • Signature and stamp area, then branded PDF export for attestation

How to prepare a certificate of origin

  1. 1

    Name exporter, consignee and destination

Enter the exporter, the consignee and the destination country exactly as they appear on the commercial invoice.

  2. 2

Describe the goods and HS codes

List the goods with HS codes, quantities and package marks so the certificate matches the invoice line for line.

  3. 3

    State the origin and criterion

Give the country of origin and, where a trade agreement applies, the origin criterion claimed.

  4. 4

    Sign, then submit for attestation

Sign and stamp, then submit with the invoice to your chamber of commerce for attestation where the destination requires it.

Frequently asked questions

What is a certificate of origin?+

A certificate of origin declares the country where goods were produced or substantially transformed. Customs authorities use it to apply the correct duty rate, to administer trade agreements, and to enforce import restrictions on goods from particular countries.

Who issues a certificate of origin in the UAE?+

Exporters prepare the certificate and submit it with the commercial invoice for attestation, in the UAE typically through the relevant chamber of commerce and, for some destinations, an embassy or consulate. Prepare the document here and take the signed original for attestation.

What is the difference between preferential and non-preferential origin?+

A non-preferential certificate simply states where goods were made. A preferential certificate claims a reduced or zero duty rate under a trade agreement — such as GCC intra-regional trade — and requires the goods to meet that agreement's origin criteria.

Does the certificate need to match the invoice exactly?+

Yes. Descriptions, quantities, marks and the invoice number must agree with the commercial invoice and packing list. Mismatches cause attestation to be refused or the shipment to be held at destination.
