Supply, installation, testing and commissioning of partitions, joinery, MEP first and second fix, flooring and decoration to Level 12, executed in accordance with the approved drawings and the agreed scope of work.
The parties confirm that the works described above reached practical completion on the completion date stated and were handed over to the client for beneficial use on that date, subject only to the outstanding items listed.
The contractor shall make good, at its own cost, any defect in workmanship or materials notified during the defects liability period stated above. Manufacturer warranties for supplied equipment are assigned to the client on issue of this certificate.
As-built drawings, testing and commissioning records, operation and maintenance manuals, manufacturer warranty certificates, and the closed snag register once the items above are signed off.
Issue of this certificate entitles the contractor to submit the final invoice in accordance with the contract. Retention, where held, is released per the contract terms at completion and at the end of the defects liability period.

Name the project, the contract or purchase order and the exact works being certified as complete.

State the date works were practically complete — this usually starts the defects liability period and any final payment clock.

Practical completion means the works are finished to the point where the client can use them for their intended purpose, even if minor snags remain. Those snags are listed on the certificate and closed within an agreed period rather than delaying handover.
Who signs a completion certificate?+
Normally the contractor or supplier issues it and the client, consultant or engineer countersigns. On larger UAE projects a consultant or supervising engineer certifies completion on the client's behalf, which is why the certificate carries two or three signature blocks.
Does a completion certificate release retention?+
It depends on your contract. Many contracts release half the retention at practical completion and the balance at the end of the defects liability period. State the retention position on the certificate so both parties record the same understanding.
