How to issue a completion certificate

A completion certificate that closes the job cleanly

Handover is where good projects lose money — final invoices sit unpaid because nobody signed anything confirming the work was finished. A completion certificate fixes the date, describes the works certified, lists remaining snags with closure dates and records the defects liability period. Once both parties sign, your final invoice has a document behind it.

Contractors, fit-out firms, MEP subcontractors, IT integrators and consultancies across the UAE and GCC use this format for practical completion, partial completion and service handovers.

  • Works certified, contract reference and completion date in the header
  • Snag and outstanding-items table with owner and closure date
  • Defects liability and warranty sections you can edit per contract
  • Handover document checklist section for as-builts and warranties
  • Three-way signature area and branded PDF export for the final account

How to issue a completion certificate

  1. 1

Identify the works and the contract

Name the project, the contract or purchase order and the exact works being certified as complete.

  2. 2

    Set the completion date

State the date works were practically complete — this usually starts the defects liability period and any final payment clock.

  3. 3

    List outstanding items

Record snags with a date for closure. Certifying with a clear snag list is far safer than certifying silently.

  4. 4

    Sign and hand over

Both parties sign, you attach the handover documents, and the certificate supports your final invoice.

Frequently asked questions

What is a completion certificate used for?+

A completion certificate records that contracted works were completed on a stated date. It is used to trigger handover, start the defects liability or warranty period, release retention, and support the final invoice or payment application.

What is practical completion?+

Practical completion means the works are finished to the point where the client can use them for their intended purpose, even if minor snags remain. Those snags are listed on the certificate and closed within an agreed period rather than delaying handover.

Who signs a completion certificate?+

Normally the contractor or supplier issues it and the client, consultant or engineer countersigns. On larger UAE projects a consultant or supervising engineer certifies completion on the client's behalf, which is why the certificate carries two or three signature blocks.

Does a completion certificate release retention?+

It depends on your contract. Many contracts release half the retention at practical completion and the balance at the end of the defects liability period. State the retention position on the certificate so both parties record the same understanding.
